1. Use the Text tool to create the text for the stamp. Rasterize the type. Layer> Rasterize> Type, or right-click in the Layers palette and select Rasterize Type.

2. Use the Rectangular Marquee tool to create a rectangle around the type. Now go to Edit> Stroke. Select center and choose your width. You may have to try this a couple times to get the width you desire.

3. Filter> Sketch> Torn Edges. Balance= 50, Smoothness= 15, Contrast= 23.

4. Use the Eraser tool with a small brush and low opacity to erase random portions of the stamp to make it look worn.

5. Apply a slight Gaussian Blur. Filter> Blur> Gaussian Blur.

6. Finally, rotate the image.
