1. Create a new document, 500 X 500 pixels. Filter> Render Clouds.

2. Filter> Blur> Gaussian Blur. Set pixels to 6. Filter> Blur> Motion Blur. Set angle to 90 and distance to 80.

3. Image> Image Size. Uncheck 'Constrain Proportions', and change your width to 300 leaving the height 500.

4. Filter> Artistic> Plastic Wrap. Highlight Strength: 15, Detail:10, Smoothness:10. Filter> Sketch> Chrome. Detail:0, Smoothness: 8

5. Edit>Fade Chrome.  Set Opacity to 100%, Mode: Hard Light

6. Image> Image Size. Uncheck 'Constrain Proportions', and change your height  to 800.

7. Edit> Transform> Warp. Adjust the anchors until you get the shape you want. You can adjust this again later to fit your application.

8. In a new layer below your water layer, add a gradient fill to the background.

9. On the water layer, change the blending mode to 'Hard Light' and you have created flowing water.

10. Here's what it looks like coming from a faucet. You can also warp it to make an icicle.
