1. New document (any size). Filter> Render> Clouds. The color doesn't matter. It will change to grayscale later anyway. 

2. Filter> Distort> Ocean Ripple. Size=9, Magnitude=9.

3. Filter> Sketch> Chrome. Detail=4, Smoothness=5.

4. Filter> Blur> Radial Blur. Amount=20, Blur Method=Spin.

5.  Again, Filter> Sketch> Chrome. Same settings as before.

6. Image> Adjustments> Hue/Saturation. Check 'Colorize'. Adjust sliders to get the color you want. Here it is Hue= 200, Saturation=35.

7. Now just duplicate the layer, and change the new layer's blending to 'Soft Light'. You can try different blurs and distortions instead of the Radial Blur to get different effects in the water.
