1. Find a photo of something you want to "freeze".
2. Rotate image 90 degrees CW.
3. Filter> Stylize> Wind. Select= Wind: From the Right
4. Rotate image back 90 degrees CCW.
5. Image> Adjustments> Hue/Saturation. Select colorize. Move Hue to around 210 and Saturation to 25.
6. Filter> Artistic> Plastic Wrap. Adjust the sliders to give it a light overlay.
7. Adjust the Levels to give it more contrast and give the ice a more natural look.
8. Here, I just used the Healing Brush tool to cover the dark area under the tree.
