1. Create a new drawing and use the Bucket Fill tool to fill the image with black.

2. Go to Filter> Noise> Add Noise>. Make sure Gaussian is selected, and Monochromatic is checked. Move the percentage to around 25 - 30 and hit OK.

3. Using your Bucket Fill tool again, click anywhere in the black area and fill. This will cover the smaller dots. Do this several times until you have the look you want.

4. To make larger stars, go to Filter> Render> Lens Flare. Choose a spot on your image that you want a bright star. Use a low brightness (50% or less) and select a lens type. Click OK.

5. You can add several stars, and experiment with different lens types, and adjusting the brightness of each.

6. Finally, go to Filter> Render> Lighting Effects and select an effect to give it more dimension. For this one I used 'Crossing' in the style dropdown with an intensity of 35. Use different styles and intensities for different effects.
